Export Requirements for Chile

Eligible/Ineligible Products
  1. Eligible Product
    1. Poultry Products - Fully cooked poultry products, canned poultry products, and raw frozen or chilled poultry meat are eligible for export to Chile, except products indicated in the Ineligible section.
    2. Protein-free fats originating from beef.
    3. Collagen prepared from beef hides and skins.
    4. Fresh/frozen red meat and red meat products; however, at this time, bovine meat products are limited to chilled or frozen boneless beef derived from cattle less than 30 months of age produced under an approved AMS Export Verification (EV) Less Than 30 (LT30) months of age program. Information about the program for Chile and a list of LT30 approved establishments can be obtained from AMS' Web site.

      If FSIS inspection personnel become aware of concerns that an AMS approved LT30 establishment is not properly executing its Quality Control Program, export certification should not be issued for the product in question and AMS should be notified at ARCBranch@usda.gov. Inspection personnel should include their immediate supervisor on messages to AMS. The following information should be included in the message:
      • Establishment name, address, and establishment number
      • Product type, product code, and quantity of product
      • Date of production, lot number, and shift
      • Date and nature of observation
      • Name of country product is intended for export
      • Export certificate number (if applicable)
      • Any other information to verify claim
      • Name of inspection official

      Veal and veal products are not subject to the LT30 program.
  2. Ineligible Product
    1. Frozen and chilled poultry meat from the State of Arkansas slaughtered on or after June 13, 2008 and before September 23, 2008 is ineligible for export. Frozen and chilled poultry meat from the State of Arkansas slaughtered before June 13, 2008 and after September 23, 2008 is eligible for export.
    2. All beef meat products and by-products from cattle 30 months of age or older.
    3. Sheep and goat meat products are not permitted entry from countries with scrapie. Scrapie is present in the U.S.

  Processing Requirements
  1. Fully Cooked and Canned Meat and Poultry Products
    1. The animals or birds from which these fully cooked or canned products are produced must be slaughtered in a federally inspected slaughter establishment.
    2. The products must undergo a thermal treatment to ensure commercial sterilization. Fully cooked poultry products must be heated to a minimum internal temperature of 70° C (158° F). The internal temperature must be stated on the corresponding export certificate.

Labeling Requirements
  1. Beef labeling

    Cartons must have the following labeling information:
    1. Name of cut.
    2. Establishment number, name, and address of the establishment where the product was packed.
    3. Gross weight, net weight, and number of cuts in the carton.
    4. Day, month, and year of slaughter or packing.*
    5. USDA quality grade designation (cartons must contain only cuts of the same grade).
    6. Equivalent Chilean grade designation must be provided on carton and product labels; grade designation comparison tables can be obtained from the FTA text. See page 28 to 33 and please read point 6 of Annex 3.17, http://www.ustr.gov/assets/Trade_Agreements/Bilateral/Chile_FTA/Final_Texts/asset_upload_file837_3992.pdf.

    The protective covering of the individual beef cuts inside the box must have the following labeling information:
    1. Name of the cut.
    2. Establishment number, name, and address of the establishment where the product was packed.
    3. Day, month, and year of slaughter or packing.*
    4. USDA quality grade designation.

    Note: Applying labeling features to inner bags either requires inclusion of all required features in accordance with 9 CFR 317.2 or sketch approval for the deviation (absence of some features) according to 9 CFR 317.7 if all required features are not included.

Documentation Requirements
  1. Certification:
    1. Red Meat and red meat products - Obtain FSIS Form 9060-5--Export Certificate of Wholesomeness.

      For boneless beef shipments, the following statements must be typed in the "Remarks" section of FSIS Form 9060-5 or on a FSIS Letterhead Certificate:
      1. "The feeding of ruminants with meat and bone meal and greaves derived from ruminants has been banned and the ban has been effectively enforced."
      2. "The meat comes from cattle that were not rendered insensible by a device injecting compressed air or gas into the cranial cavity prior to slaughter, or by any method that cuts the spinal cord."
      3. "The meat or meat products were not derived from the following specified risk materials: the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of the thoracic and lumbar vertebrae, and the wings of the sacrum), and dorsal root ganglia of cattle 30 months of age and older, and the tonsils and distal ileum of the small intestine of any cattle, regardless of age."
      4. "The meat or meat products were not produced by a process of mechanical separation."
      5. "The meat comes from cattle less than 30 months of age that were subjected to ante and post mortem inspection and showed no evidence of systemic contagious or infectious diseases of animal or public health concern, including suspected or confirmed cases of central nervous system disorders."
      6. "The country or zone of origin is declared as free of foot-and-mouth disease without vaccination, rinderpest, and contagious bovine pleuropneumonia before the International Office of Epizootics and this sanitary condition is recognized by Chile."
      7. "The cattle from which the beef is derived were born, raised, and slaughtered in the exporting country or in a zone with similar epidemiological conditions."
    2. Pork and pork products

      Shipments of fresh or frozen pork must be accompanied by FSIS Form 9060-5, Export Certificate of Wholesomeness, and the following FSIS Letterhead Certificate.

      Fresh/frozen pork must be trichinae-treated according to FSIS regulations or originate from swine subjected to a trichinae detection program at the time of slaughter. The establishment must also have an acceptable control program to identify and segregate pork found to be trichinae-free.  Laboratories used to conduct the analysis must participate in the Agricultural Marketing Service (AMS) Trichinae Analysis and Laboratory Certification Program.     3. Cooked poultry products.
      1. Obtain FSIS Form 9060-5.
      2. The following information must be provided in the "Remarks" section: "The product listed on this certificate has been fully cooked to a minimum temperature of _____° F."
    4. Raw Frozen and Chilled Poultry Meat.
      1. Obtain FSIS Form 9060-5.
      2. "FSIS Letterhead Certificate to Export Frozen or Chilled Poultry Meat to Chile" must accompany FSIS Form 9060-5. A guideline has been developed to assist with the preparation of this letterhead certificate.
      3. For poultry that have been vaccinated with a killed AI virus vaccine, an additional USDA letterhead certificate must be completed. A signed statement by the APHIS accredited industry veterinarian responsible for the flock of origin allows this addendum letterhead to be certified by the FSIS signing veterinarian. A guideline has been developed to assist with the preparation of this letterhead certificate.
    5. Canned Meat and Poultry Products - Obtain FSIS form 9060-5.
  2. Casings
    1. Obtain FSIS Form 9060-7--Animal Casings Export Certificate for Countries Requiring Ante-mortem, Post-mortem, and Fit for Human Food Statements. In addition, a letterhead certificate must accompany the product certifying the following:
      1. "The casings were processed at a USDA facility."
      2. "After several steps, during the selection, the casings were flushed with water. Then the casings were drained before salt was added. Here the relationship water/protein does not exceed the 2.25/1."
      3. "The casings were shaken out of excess salt before the final package."
      4. "Casings were inspected and rechecked for export at: (provide USDA/FSIS Establishment Number, Name, and Address)"
    2. Sheep casings are not permitted entry into Chile due to the presence of scrapie in the U.S.
  3. All export certificates accompanying the product must be signed by an FSIS veterinarian.
  4. Horsemeat
    1. Obtain FSIS Form 9060-10--Horse Meat or Horse Meat Product Export Certificate. Obtain FSIS Letterhead Certificate--Animal Health Certificate for Meat Derived From Horse, Ass, Mule for Export to Chile for Human Consumption.
    2. The certificate may require a visa from the Chilean consulate.

Plants Eligible to Export

All federally inspected red meat and poultry establishments are eligible to export to Chile.

Plants Not Eligible to Export

Meat and products produced or stored at the establishment listed below are not eligible for export to Chile until further notice. Meat and meat products produced at other establishments from raw materials originating from this establishment are also not eligible for export to Chile.
