January 2000 Agriculture negotiations begin under Uruguay Round mandate
June 2000 U.S. submits comprehensive framework proposal
November 2001 Doha Ministerial outlines objectives and timeline:
  • substantial improvements in market access;
  • reductions of, with a view toward phasing out, all forms of export subsidies;
  • substantial reductions in trade-distorting domestic support;
  • modalities (i.e., formulas and rules) established no later than March 31, 2003;
  • negotiations conclude January 1, 2005
March 2002 Stuart Harbinson selected as chair and negotiating schedule established
June 3, 2002 Inter-sessional on export competition
June 17, 2002 Special session on export competition
July 29, 2002 Inter-sessional on market access
September 2, 2002 Special session on market access
September 5, 2002 Inter-sessional on domestic support
September 23, 2002 Special session on domestic support
November 17, 2002 Special session on matters that require follow-up
March 31, 2003 Modalities established
September 2003 Submission of comprehensive draft commitments at 5th Ministerial
January 1, 2005 Negotiations conclude
January 1, 2006 Implementation of tariff and subsidy cuts agreed to in the negotiations.
