NRC, NU TO DISCUSS APPARENT VIOLATIONS AT MILLSTONE

The Nuclear Regulatory Commission staff and Northeast Nuclear Energy Company officials will meet on Monday, December 22, to discuss apparent violations of agency requirements at the utility's Millstone Station in Waterford, Conn. The apparent violations were found by NRC inspectors during an August emergency preparedness exercise and inspection.

The predecisional enforcement conference will be held at 10:00 a.m. in the Public Meeting Room at NRC Region 1 office in King of Prussia, Pa. It is open to the public for observation.

During the inspection, NRC inspectors found several apparent violations of NRC requirements: instances where emergency response facilities were not maintained in accordance with the emergency plan; training and procedures for dose assessment were not effective in assuring that personnel could perform timely dose assessments; and, a revision to the emergency plan that decreased the effectiveness of the plan and was implemented without prior NRC approval, as required.

The decision to hold a pre-decisional enforcement conference does not mean that the NRC has determined that a violation has occurred or that enforcement action will be taken. Rather, the purpose is to discuss apparent violations, their causes and safety significance; to provide the licensee an opportunity to point out any errors that may have been made in the NRC inspection report; and to enable the licensee to outline its proposed corrective actions.

No decision on the apparent violations will be made at this conference. Those decisions will be made by NRC officials at a later time.
