NRC STAFF TO HOLD PREDECISIONAL ENFORCEMENT CONFERENCE

WITH FP&L ON JULY 24 IN ATLANTA TO DISCUSS ST. LUCIE CONCERNS

Meeting Is Open To Public Observation

The Nuclear Regulatory Commission staff will hold a predecisional enforcement conference with Florida Power & Light Company officials in Atlanta on Thursday, July 24 to discuss apparent violations regarding deficiencies related to construction of the Unit 2 emergency core cooling system sump at the St. Lucie nuclear power plant near Ft. Pierce, Florida.

The conference will begin at 10:00 a.m. in Suite 24T20 of the NRC Region II office, located on the 24th floor of the Atlanta Federal Center, 61 Forsyth Street.

An NRC inspection at St. Lucie, completed on June 27, identified three apparent violations regarding Unit 2 emergency core cooling system sump enclosure screens. These screens are designed to prevent debris from entering and clogging the system during a postulated loss of cooling water accident.

The inspection indicated that the sump appears not to have been built according to design drawings; that the condition was not identified by the company despite several opportunities to do so, and that the plant's updated Final Safety Analysis Report may have been incorrect with respect to this system.

NRC officials said the decision to hold the conference does not mean that a determination has been made that a violation has occurred or that enforcement action will be taken. The purpose of the meeting is to discuss the apparent violations, their causes and safety significance, and to provide the company with an opportunity to point out a errors in NRC inspection reports and to outline proposed corrective actions. No decisions on possible NRC enforcement action will be made at the conference.

The meeting is between officials of the NRC and FP&L and is open to observation by the public. NRC officials will be available at its conclusion to answer questions from interested observers.
