Emergency Operations Vehicle (EOV)
  1. Description:The EOV, assigned to the FEMA Mobile Emergency Response Support (MERS) Detachment in Denton, Texas is an 82 foot long tractor/trailer weighing 92,000 pounds. A section of the trailer sides expands to form a work area capable of housing a 20-25 person Federal Response Team. The remainder of the trailer houses the MERS Operations and Communications Centers, a Reception area, and a small office for the Team Director. The tractor has two built-in 40KW generators which provide self-contained power for the entire operation.

  2. Capabilities: The expanded work area has a telephone, computer and modem connection at each work station. It also contains a copier, color printer, facsimile, automated display/briefing equipment, world time clocks, and two local and two satellite television receivers. A portable or Multi-Radio Van (MRV) KU Band Satellite transceiver provides telecommunications for the telephones; Local and Wide Area Network (LAN/WAN) connectivity and Compressed Video teleconferencing. The trailer also contains a High Frequency (HF) Radio with telephone interface; a Land Mobile Radio (LMR) system with 800 megahertz; UHF and VHF radios with telephone interface; a MERLIN switchboard; and a network file server.

  3. Functions: The EOV provides an Advance Emergency Response Team (ERT-A) with a Mobile operations and communications facility that can deploy along with the team and provide it with a working area until a suitable Disaster Field Office (DFO) is established and operational. It can serve the same purpose for the FEMA Director and other agencies.

  4. Deployment: The EOV will normally be deployed in response to catastrophic disasters. When authorized, the EOV can also be deployed to support special events and exercises. The operational costs include normal salaries for 6-8 support personnel, satellite time, and vehicle fuel. If the situation requires work after normal duty hours and on weekends, overtime will be required.
