NRC SCHEDULES MEETING ON INDIAN POINT 3 APPARENT VIOLATIONS

Three apparent violations of Nuclear Regulatory Commission requirements at the Indian Point 3 nuclear power plant will be discussed by agency staff and representatives of the facility's operator on Friday, July 24. Located in Buchanan, N.Y., the plant is owned and operated by the New York Power Authority.

The meeting, known as a predecisional enforcement conference, is scheduled to begin at 10 a.m. in the Public Meeting Room at the NRC Region I office in King of Prussia, Pa. It will be open to the public for observation.

NRC inspectors identified the infractions during a special safety inspection conducted rom May 28 through June 12 at the plant. That inspection was performed as a follow-up to the May 28 loss of normal power to one of the electrical systems used to support safety-related plant equipment.

The apparent violations include: inadequate design control of a modification to the emergency diesel generator system during Indian Point 3's last refueling outage; failure to address a degraded valve that supplies cooling to reactor coolant pump components; and failure to assess the safety implications of the degraded valve.

While the NRC has decided to hold a predecisional enforcement conference, it does not mean the agency has determined a violation has occurred or that enforcement action will be taken. Rather, the purpose is to discuss apparent violations, their causes and safety significance; to provide the licensee with an opportunity to point out any errors that may have been made in the NRC inspection report; and to enable the licensee to outline its proposed corrective action.

No decision on the apparent violations will be made at this conference. That decision will be made by NRC officials at a later time.
