This is a one-time grant competition open to the Gulf Coast State of Florida, Alabama, Mississippi, Louisiana, and Texas Only.

The U.S. Department of Homeland Security (DHS) announced September 15, 2006 that it is seeking applications for the Federal Emergency Management Agency (FEMA) Alternative Housing Pilot Program (AHPP). In accordance with the Emergency Supplemental Appropriation (Public Law 109-234), the FY 2006 Supplemental program appropriated $400 million to identify and evaluate alternatives to and alternative forms of FEMA Disaster Housing. The application period officially opened September 15 and closes on October 20, 2006 (5:00 pm EST).

This grant program seeks competitive proposals from the states of the Gulf Coast Region: Alabama, Florida, Louisiana, Mississippi, and Texas, so that those hardest hit by Hurricane Katrina and the hurricanes of the 2005 season may benefit from this pilot program by occupying the alternative housing solutions identified and evaluated in this program. The governors of these states were asked to identify a single state agency, through which the grant proposals for testing innovative and creative alternative housing solutions are to be submitted to FEMA. Contact information for the designated state agencies can be found below.

FEMA will only be accepting applications from the designated state agencies. Local governments, not-for-profit organizations, or other entities with housing solutions should contact the eligible states directly through the State Point of Contacts listed below. As FEMA cannot give the appearance of endorsing a particular housing solution, proposals submitted directly to FEMA by organizations or vendors will not be forwarded to the eligible states.

We are eager to begin implementing this one-time grant program and identifying innovative housing solutions for those affected by disasters.
