Jonathan Sarubbi was appointed Regional Administrator of the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) Region III Office in Philadelphia, Pa., in March 2007.

As Regional Administrator, he is responsible for coordinating FEMA emergency preparedness, mitigation, and disaster response and recovery activities in the District of Columbia and the states of Delaware, Maryland, Pennsylvania, Virginia and West Virginia.

Administrator Sarubbi joins FEMA after working in distinguished and leadership positions in both the private and public sectors.

Prior to joining FEMA, Mr. Sarubbi was the Vice President of Maritime Operations for the International Registries, Maritime and Corporate Administrators of the Republic of the Marshall Islands.

During a 26-year U.S. Coast Guard career that ended in 2005, Mr. Sarubbi specialized in marine safety, port security and pollution response.  He held a variety of leadership positions of increasing responsibility at five marine safety field offices in the United States and Japan.  He also served as national program manager for the Coast Guard's commercial vessel safety program.

In his last assignment in the Coast Guard, Mr. Sarubbi was Commanding Officer of Marine Safety Office/Group Philadelphia, now Sector Delaware Bay.  In that capacity, he served concurrently as Captain of the Port, Federal On Scene Coordinator and Federal Maritime Security Coordinator for eastern Pennsylvania, southern New Jersey and Delaware.  He directed day-to-day Coast Guard and Homeland Security operations, as well as coordinated multi-agency responses to oil spills and other disasters. He also ensured U.S. and foreign-flagged ships and marine terminals complied with U.S. and international safety, security and environmental protection requirements.  This assignment further called on him to work closely with federal, state and local law enforcement and first responder communities to prepare for and respond to terrorist incidents and other disasters.

A native of Orlando, Florida, he graduated from the State University of New York Maritime College with a Bachelor of Science degree in Marine Transportation.  He received a Master of Marine Affairs degree from the University of Rhode Island.

Administrator Sarubbi is a past recipient of the Department of Transportation Secretary's Award for Outstanding Achievement, the Legion of Merit, the Meritorious Service Medal, three Coast Guard Commendation Medals, two Coast Guard Achievement Medals and two Commandant Letter of Commendation Ribbons.  In 2005, he was honored as the Port of Philadelphia Maritime Society "Person of the Year."
