OMB Approves Revised Form EIA-1605

On July 13, 2007, OMB approved the revised Form EIA-1605 and Instructions for Form EIA-1605. PDF documents of the final form and instructions can be found below:

EIA is also developing an Internet-based electronic version of the form.  EIA expects to launch the reporting cycle for data through 2006 by late fall 2007.  More information on the reporting deadline and software will be available as the launch approaches.

Background on Revised Forms and Instructions

Revised Form EIA-1605 Submitted to OMB on April 25, 2007
Due to unforeseen delays resulting from the release of technical corrections to the revised Technical Guidelines in January 2007, the data collection authority for Form EIA-1605 expired at the end of March 2007. EIA requested a reinstatement for a three-year period under the Paperwork Reduction Act, requiring a 30-day public comment period, which was announced in a Federal Register notice on May 22, 2007.

Revised Forms and Instructions Submitted for OMB Review and Public Comment on November 9, 2006

EIA submitted the revised Form EIA-1605 and Instructions for Form EIA-1605 to OMB on November 9, 2006 for OMB under the requirements of the Paperwork Reduction Act of 1995.  A Federal Register Notice was issued on that date, soliciting public comment by December 9, 2006 on the revised form and instructions. Revised Forms, Instructions and SEIT Tool Made Available for Public Comment July 27, 2006

EIA made available for public comment revised Form EIA-1605, Instructions for Form EIA-1605, and the Simplified Emission Inventory Tool (SEIT) on July 27, 2006 with comments due by September 25, 2006. Draft Simplified Emissions Inventory Tool (SEIT)

The EIA is also making available for comment the Simplified Emissions Inventory Tool (SEIT) referenced in the Guidelines. This tool was developed for use by entities participating in the Voluntary Reporting of Greenhouse Gases Program to:

• determine whether they are small or large emitters; and
• to identify de minimis emissions sources, which can be excluded from the entities’ emissions inventories.
