The FY 2008 Commercial Equipment Direct Assistance Program (CEDAP) complements the department’s other major grants programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, along with the training required to operate that equipment, to law enforcement and emergency responder agencies in smaller jurisdictions and certain metropolitan areas.
Eligible applicants include law enforcement agencies and other emergency responder agencies who demonstrate that the equipment will be used to improve their capability and capacity to respond to a major critical incident or to work with other first responders. FY 2008 CEDAP awardees cannot have received technology funding under the Urban Areas Security Initiative grant program, or the Assistance to Firefighters Grants program since Oct. 1, 2005.
Prospective applicants completed their application online at www.rkb.us. Applications were then electronically forwarded to the US Army Electronic Proving Ground (EPG) at Ft. Huachuca, Ariz., a technical agent and partner for the CEDAP program. There they were reviewed, rated, and ranked. National subject matter experts with experience in the law enforcement and emergency responder community reviewed and scored applications against established scoring criteria that reflect CEDAP policy guidance. The final selections are based on numerous factors, such as the overall budget, training costs and the final scores. State Administrative Agencies (SAA) play a vital role during the application process by helping to ensure requested equipment is consistent with the state’s Homeland Security Strategy.
