What is the Environmental Leadership Program?

The Louisiana Environmental Leadership Program (ELP) is a voluntary program sponsored by professional, environmental, industrial, and municipal associations. Financial support for the program is provided by the Louisiana Department of Environmental Quality. Supplemental support for selected activities is provided by the sponsoring organizations. Any industrial facility, federal facility or parish/municipal governmental unit committed to improving the quality of Louisiana's environment through pollution prevention is eligible to join the program as a participating member.

 What is Required for Participation in the Program?

 1.   Complete the ELP Enrollment Package and submit with a letter to the director indicating a desire to join and support the following principles: 

 

▪Giving the highest priority to policy, regulatory, and business decisions for minimization of adverse impacts on human health and the environment;

▪Development of internal management systems in programs and facilities to encourage continuous improvements in environmental performance;

▪Use of the waste management hierarchy, (source reduction, recycling, treatment, and disposal) as guidance for managing environmental issues and for optimizing process controls; and

▪Utilization of proactive procedures for communicating with stakeholders regarding environmental matters and concerns.

2.  Submit a brief plan to the director that highlights and describes your waste reduction goals.

 

3. Provide annual updates for progress tracking toward program goals by the director.

 

This is strictly a voluntary program. Plans and goals may be modified at any time, and not meeting the goals will not be used by the LDEQ in any judgmental manner whatsoever.

 

Benefits of Joining the ELP

By joining the program you are recognized by your neighbors as a company committed to maintaining and improving the quality of our environment.  The secretary of the LDEQ will acknowledge your participation by letter and each new member will be awarded a membership certificate by the governor at the annual awards ceremony.  You can participate in periodic meetings, conferences, and seminars sponsored by the Environmental Leadership Program to explore various pollution prevention opportunities and other environmental management issues.  You may also participate in the annual Governor's Awards for outstanding achievement in Pollution Prevention, Environmental Management Systems, and Community Environmental Outreach.  Awardees are recognized yearly at a highly publicized ceremony hosted by the governor.
