According to a Rethinking Schools announcement, this study documents how the school funding system in Wisconsin shortchanges students of color. As the percentage of students of color in the Milwaukee school district has risen during the past 20 years, the district has fallen further and further behind the funding levels enjoyed by nearby white-majority districts. This report is especially important in light of the recent court decision declaring that New York's inequitable school funding system has created serious civil rights issues for students of color in that state. Milwaukee, which serves most of the students of color in Wisconsin, has fallen victim to many of the same funding inequities, and many other big cities nationwide are in the same boat.
