Medical Officers, MSP rates for 2006 and New Contracts Information

Effective 01-01-2006, the rates for 4 year Medical Special Pay (MSP) contracts have increased for some specialties.

Please review the complete list of rates for your specialty in the Personnel Policy Memorandum to determine if your rates increased.

In order to receive this increase, a new contract, for at least 4 years, is required. This will obligate you for service from the contract anniversary date for the term of the contract.
If you have previously submitted a contract for a January 2006 date, you do not need to resubmit another one. If you only submitted a recertification or have an anniversary date other than January, and you wish to apply for the new rates, please read the follow information on requesting renegotiation.

To avoid confusion, if you have already submitted a recertification for January 2006 to your agency, please email your OCCP Staff Specialist to inform them of your intention to submit a renegotiation packet and to not process the recertification.
You are being given an opportunity to renegotiate your existing contract. To take advantage of the opportunity, you must download the Medical Special Pay (MSP) Contract Request form (PDF, 20 KB) from the web site. Please print pages 1 and 2 (back to back, if possible, to avoid them being separated), sign and have notarized, then submit through your supervisor and the CIO Commissioned Corps Personnel Contact (CCPC) to your Staff Specialist in this office.

A MRB/ISP Validation Record must be returned with the contract request. Validation Records will be distributed through each center's CCPC for all medical officers in their CIO.

The MSP contract must be notarized prior to your anniversary date, or, within 30 days of this email, if your anniversary date has passed and you wish to apply for a 01-01-2006 effective date. BOTH forms must be received by CB within 60 days.
You can not receive the increase if you remain on your existing contract.

Renegotiations are authorized provided that the new contract extends beyond the current contract expiration date and the new rates are higher. Both the MRB and the ISP rates must be for the same year and specialty.

If you received payment on the Critical Skills Retention Bonus (CSRB), you will not be eligible to apply for a new MRB contract until the obligation for the CSRB is complete. Obligations for all CSRBs expire no earlier than the date specified on your CSRB Authorization Personnel Order. Pursuant to the terms of the CSRB, no new MRB contracts may be entered into until the expiration of the CSRB obligation.

If you do not wish to take advantage of the increase, please return a Recertification sheet at the time of your anniversary through your CCPC for payment of the next annual installment of your existing contract.

Attach any necessary documentation (such as updated license or completion of clinical time), and return all originals through your supervisor and the CCPC to the Staff Specialist serving your CIO.
Remember that officers cannot retire for the duration of their MSP contracts. However, you may prospectively renegotiate your contract to align for a planned future retirement date.
Please do not plan for the receipt of the MSP money in your deposit until at least March 1, 2006. Due to the volume some contracts will be processed during January, but not all contracts will make the payroll deadline.
