Human Resources Agencies and Organizations

Center for Labor Education & Research
The Center for Labor Education and Research was established in 1976 by State Law, HRS 304-34 (Act 202). Now part of the University of Hawai'i at West O'ahu, the Center is designed to provide labor education, research and labor-related programs to workers, their organizations and the general public through a variety of methods including classroom instruction, seminars, workshops, publications, the internet and other public media. By statute, the Center is guided and advised a Labor Education and Advisory Council, appointed by the President of the University.

Employment & Training Administration
Information including tax credits and other hiring incentives, how to find and train employees, assistance with downsizing, legislation text, and ETA grants and contracts. Also provides the most current ETA solicitation for grant applications (SGA) and requests for proposals (RFP).

Hawaii Workforce Development Division
The Workforce Development Division (WDD)is a division of the State's Department of Labor & Industrial Relations (DLIR). WDD has been assigned to be the lead agency of Hawai'i as the State moves towards the federal view of One-Stop Services. WDD has eight local offices statewide and is committed to providing the best services possible to the people of Hawai‘i.

Department of Human Resources Development
The Department of Human Resources Development is responsible for State of Hawaii employee HR functions. Includes job opportunities, directory of contacts, rules and regulations and other useful information for present and prospective State of Hawaii employees.

Department of Labor & Industrial Relations
The Department of Labor & Industrial Relations offers a variety of services, reports and information on latest labor laws, labor and industry relations, administrative rules and guidelins, directories and online downloadable forms for employers - including such forms as W-4 New Hire Report, unemployment forms and required jobsite postings.

Labor & Occupational Information Hawaii
Labor & Occupational Information Hawaii (LO‘IHI) provides a whole range of usefual reports and statistics for labor related conditions and market information. LO‘IHI also offers online directories for job searches, career and education training programs, and other occupational inormation.

Occupational Safety & Health Division
The Hawaii Occupational Safety & Health Division (OSHA) Office provides information about workplace requirements, standards and procedures governing the State of Hawaii.

US Employment Laws
Employment law is a broad area encompassing all areas of the employer/employee relationship except the negotiation process covered by labor law and collective bargaining. See, Labor Law & Collective Bargaining and Arbitration. Employment law consists of thousands of Federal and state statutes, administrative regulations, and judicial decisions. Many employment laws (e.g., minimum wage regulations) were enacted as protective labor legislation. Other employment laws take the form of public insurance, such as unemployment compensation.
