Abstract: A new BLS survey, the Job Openings and Labor Turnover Survey (JOLTS), collects monthly data on job vacancies, labor hires, and labor separations. BLS is expecting to publish national estimates in 2001. The goal of JOLTS is to produce monthly measures of unmet labor demand in the form of rates and numbers of job openings. In addition, to aid in interpreting the job openings estimates, JOLTS will generate associated labor turnover data in the form of rates and numbers of hires and separations.

Purpose: The job openings rate will be used to help reveal structural labor market conditions, such as the effectiveness of job matching and training processes. Trends in the job openings rate, when compared to movements in the unemployment rate, can help identify whether structural conditions or slack demand is driving unemployment. Such analysis will provide policymakers with information on how to more effectively reduce unemployment in the United States. Along with the job openings rate, trends in JOLTS hires and separations data will broadly identify which industries face the tightest labor markets and which are expanding or contracting their workforce. In addition, JOLTS data will add to the statistics that track the business cycle and indicate how economic fluctuations affect labor markets and the distribution of workers across industries.

Agency Program: Title 29, chapter 1, part 2 of United States Code authorizes JOLTS data collection.
