databases are password protected. Access to the Report Generation Subsystem is
restricted to registered APCS users only. All updating activities are reserved
exclusively for the users tasked with the responsibility of system maintenance.
Abstract: The APCS is an automated tool for agencies in the
DOL. It is used to capture, maintain, and report position and FTE ceilings and
FTE usage. The APCS is used to track and report budgeted and non-budgeted
positions, their incumbents, vacancies and position ceilings by employment
type, appropriation, bureau and cost center for the entire DOL.
Purpose: The APCS is needed in order to satisfy the Office of
Personnel Management and the Office of the Management and Budget employment
reporting requirements. OMB Circular A-64, "Position Management System and
Employment Ceilings," requires all agencies prepare budget estimates relating
to personnel requirements in terms of full time equivalent employment as
specified in the OMB Circular A-11.
Agency Program: The APCS
is the tool agencies use to obtain the employement related data for the OPM and
OMB. These reports are due the 15th of each month to OPM and OMB.
