Abstract: When fully operational, the National Compensation Survey
will provide wage and benefit data for localities, geographic regions, and the
U.S. as a whole. Data from the National Compensation Survey will be used to
produce the Employment Cost Index and to expand the available output from that
program. Survey data also will be used to maintain and to expand BLS
compensation publications on wages by work level, benefit incidence, benefit
provisions, and employer costs for compensation. Purpose: NCS
data are used for the following purposes: Wage and salary administration in
public and private sectors. Union contract negotiations. Conciliation and
arbitration. Plant location planning. Occupational counseling. Analysis of wage
differentials among occupations, industries, and areas. Labor cost estimates.
Administrative evaluation of job offers to unemployment insurance
beneficiaries. Prevailing wage determination under the Federal Service Contract
Act. Agency Program: 29 U.S.C. 1, 2b, 4, 181, 651, 673; 41
U.S.C. 351; Statutory Requirements Met by the Program: The Bureau of Labor
Statistics shall acquire and diffuse among the people of the United States
useful information on subjects connected with labor, especially upon the hours
of labor and the earnings of laboring men and women (29 U.S.C. 1). The Bureau
of Labor Statistics is directed to make continuing studies of labor costs (29
U.S.C. 2b). The Bureau of Labor Statistics shall conduct appropriate annual
surveys that determine the rates of pay generally paid to non-Federal workers
for the same level of work as General Schedule workers in pay localities
designated by the President's Pay Agent. The Bureau of Labor Statistics shall
also report to the President's Pay Agent the results of the September to
September change in the Employment Cost Index (ECI) for wages and salaries for
private industry workers (5 U.S.C. 5301-5304).
