JRC in a Nutshell

What is the JRC?

The Joint Recommendations Committee (JRC) is the inter-jurisdictional policy body for King County and the suburban cities on a wide range of housing and community development issues. It was created through the interlocal cooperation agreements that formed the King County Community Development Block Grant (CDBG) Consortium and the King County HOME Investment Partnerships (HOME) Consortium. King County receives about $10 to $12 million of these federal funds each year.

What does the JRC do?

  • Housing: the JRC allocates about $3 million of the Consortium's federal funds to low-income housing developments throughout the county and suburban cities, and advises the county on the allocation of about $3 million in county housing funds.
  • Community Development: the JRC advises the Executive and Consortium on Consortium-wide CDBG policies, and makes specific funding recommendations for about $3 million of the Consortium's $8 million in CDBG funds.
  • Homelessness: the JRC allocates about $400,000 of federal funds for homeless programs, and advises King County and Seattle on the priorities for the joint application for federal McKinney homeless assistance funds (anywhere from $9 to $17 million each year).
  • Housing and Community Development Plan: the JRC reviews and recommends the Consolidated Housing and Community Development Plan, and all related plans, to the County Executive and Council.
  • State and Federal Legislative Priorities: the JRC advises the King County Executive and the County Council's Legislative Steering Committee on state and federal legislative priorities regarding housing, homeless, and community development issues.
When does the JRC meet?

The JRC usually meets once a month from February through November. The meeting has generally been scheduled for 10:00 - 12:00 every fourth Thursday of the month at the Mercer View Community Center on Mercer Island, but this could change if the JRC decides that a different day or time works better for most of the members.
