Mental Illness and Drug Dependency (MIDD) Oversight, Implementation and Evaluation PlansNew: Implementation Plan and Evaluation Plan updateThe King County Council will discuss the MIDD Implementation Plan (Proposed Substitute Ordinance No. 2008-0489.3) and the MIDD Evaluation Plan (Proposed Substitute Ordinance No. 2008-0490.2) on October 6, 2008. The council meeting begins at 1:30 p.m. and the two MIDD-related ordinances are items 20 & 21 on the agenda. Public hearing on these items will take place during the discussion on each item. The King County Council has required the development of a three-part Oversight, Implementation and Evaluation Plan, before any of the MIDD sales tax funds can be expended. On April 28, 2008, King County Council passed Council Ordinance 16077 establishing the MIDD Oversight Committee, and approving a revised Oversight Plan for the Mental Illness and Drug Dependency Action Plan. (Legislative documents available here.) The Oversight Committee has been convened through a process of appointment by the King County Executive and confirmation by King County Council. The draft Implementation Plan for the MIDD was posted for review and comment from May 20-June 3. The final MIDD Implementation Plan, developed in collaboration with the Oversight Committee, was submitted by the King County Executive to the King County Council for review.
The Evaluation Plan, which is the third and final component, will be submitted to the Council by August 1, 2008.
MIDD Oversight CommitteeIn accordance with Ordinance 15949, the Oversight Committee is meeting to review and provide input on the MIDD Implementation and Evaluation Plans. The MIDD Oversight Committee is an advisory body to the Executive and Council. The purpose of the committee is to ensure that the implementation and evaluation of the strategies and programs funded by the MIDD sales tax revenue are transparent, accountable, collaborative and effective. The MIDD Oversight Committee is a unique partnership of representatives from the health and human services and criminal justice communities. Recognizing that King County is the countywide provider of mental health and substance abuse services, the committee will work to ensure that access to mental health and chemical dependency services is available to those who are most in need throughout the county, regardless of geographic location.
