Information Notice 99-30, "FAILURE OF DOUBLE CONTINGENCY BASED ON        
ADMINISTRATIVE CONTROLS INVOLVING LABORATORY SAMPLING AND SPECTROSCOPIC  
ANALYSIS OF WET URANIUM WASTE," was issued on November 8, 1999.          
                                                                         
This notice was issued to all fuel cycle licensees and certificants      
analyzing uranium content for criticality safety to alert them to        
problems recently noted with laboratory and spectroscopic analysis. Under
certain conditions, incomplete dissolution of samples may produce a      
nonconservative laboratory result and lead to violation of criticality

Subject: UNIT 2 ICE CONDENSER COOLDOWN                                   

Discussion:

A controlled cooldown of the Unit 2 ice condenser was commenced at 9:40  
a.m. on November 10, 1999. As of 8:00 a.m. on November 12, the average   
ice condenser temperature had been reduced to approximately 55 degrees F.
The licensee plans to continue the cooldown to establish conditions for  
condenser ice reload. The commencement of ice condenser restoration      
activities marks a significant milestone in the licensee's efforts to    
restart Unit 2.                                                          
                                                                         
The licensee melted the ice in the Unit 2 ice condenser during the summer
of 1998 to allow unrestricted access to condenser ice baskets for        
inspection and repair work (see Preliminary Notification PN-III-98-028). 
The function of the ice condenser system is to condense steam released   
into the reactor containment, in the event of a loss-of-coolant accident,
to reduce the pressure and avoid damage to containment structures.       

Regional Action:

Resident and Region based Inspectors are conducting oversight inspections
of ice condenser restoration activities.
