Subject: Issuance of Regulatory Issue Summary 2000-23

Regulatory Issue Summary 2000-23, "RECENT CHANGES TO URANIUM RECOVERY    
POLICY," was issued on November 30, 2000.  This summary was issued to all
holders of materials licenses for uranium and thorium recovery facilities
to inform them of the Commission's decisions on four Commission Papers   
prepared by the Uranium Recovery staff and the Office of General Counsel.
All of the policy decisions will be codified in the new 10 CFR Part 41.

Subject: MANAGEMENT CHANGES                                              

Discussion:

On December 4, 2000, Carolina Power and Light (CP&L) announced the       
company's new name, Progress Energy.  Progress Energy is a diversified   
holding company representing a group of companies including CP&L and     
Florida Progress.                                                        
                                                                         
On November 30, 2000, several management changes were effective following
the completion of the CP&L acquisition of Florida Progress Corporation.  
At the Robinson Nuclear Plant, John Moyer, previously Robinson Director  
of Site Operations (DSO), replaced Dale Young as Robinson Site Vice      
President.  Tom Walt, previously Robinson Plant General Manager, replaced
John Moyer as Robinson DSO; and Tim Cleary, previously Robinson          
Operations Manager, replaced Tom Walt as Robinson Plant General Manager. 
                                                                         
At Crystal River Nuclear Plant, Dale Young replaced John Cowan as the    
Crystal River Vice President, Nuclear Operations.  John Holden remained  
as Vice President and Site Director, and Daniel Roderick remained as     
Director, Nuclear Plant Operations.

Subject: PLANNED MAINTENANCE OUTAGE                                      

Discussion:

On December 1, 2000, Prairie Island Unit 1 was taken off-line and shut   
down for a planned maintenance outage to replace the seals on the        
11-reactor coolant pump. The unit reached cold shutdown conditions on    
December 2. The licensee had been monitoring a slow degradation in seal  
return flow for several months and determined a few weeks ago that it was
not prudent to attempt to continue operations until the next refueling   
outage. Other maintenance and testing activities will be accomplished    
during this outage as time permits.

Baseline inspection per IP 71111.20 by resident inspectors.
