Subject: COMPLETION OF CONTINUOUS NRC INSPECTION OF D.C. COOK UNIT 2     
         RESTART ACTIVITIES                                              


Discussion:

On June 28, 2000, at approximately 2:00 a.m. (EDT), continuous inspection
of D.C. Cook Unit 2 restart activities by NRC inspectors was completed   
based upon adequate plant and licensee staff performance and plant       
conditions meeting the pre-established termination criteria. Continuous  
inspection was provided until the plant reached 50 percent power and was 
operating with both main feedwater pumps running in automatic control.   
NRC inspectors began continuous inspection approximately two weeks ago as
the licensee was preparing the Unit 2 reactor for restart. NRC inspectors
observed all of the major evolutions, including approach to criticality, 
low power testing, and power ascension. The licensee encountered no      
significant equipment problems during restart and power ascension. Unit 2
is currently approaching the next major hold point at 88 percent reactor 
power for testing and monitoring of plant equipment.
