FY-07 General Assistance Program

Dear Tribal Leader,
The purpose of this letter is to invite you to submit a proposed work plan and budget
request under the U.S. Environmental Protection Agency (EPA) General Assistance Program
(GAP). Authorization for GAP is provided by the Indian Environmental General Assistance
Program Act of 1992 as amended. GAP is funded annually to build tribal capacity and
infrastructure for protection of human health and the environment in Indian country.
Please see enclosed information for specific guidance on the types of activities that can
be funded under this program.
This will be the first year that tribes are required to implement the new work
plan formats prescribed by the "Indian General Assistance Program (GAP) 2006
Grant Administration Guidance" published in the Federal Register on February
24, 2006 (Attachment 3). Many of you
took the opportunity to jump start your work plans with the new requirements
in FY-06, and we thank you! As a result, your job will be much easier when you
prepare your work plans this year. This guidance with appendices may also be
viewed and downloaded from EPA's homepage at
2006 GAP Guidance . The
2006 guidance does not replace the "2000 Guidelines on the Award and Management of
General Assistance Agreements for Indian Tribes." The 2000 guidance was provided to
you in earlier communications, but if you need another copy, please contact your
Tribal Program Manager (See Attachment 4).
We are asking that work plan proposals and budgets be sent electronically to the
Region by close of business on January 19, 2007. Documents can either be e-mailed
or sent via compact disc. Attachment 2,
Process Timeline, outlines due dates which must be diligently followed to meet the
schedule dates. Deliverables outlined in Attachment 2 with due dates before March 2007
are critical to keep on schedule. Somewhere between February 9 and March 1, whenever
work plans and budgets are near to final, EPA will make final decisions on all approved
budgets using FY-2007 funds.
Please remember that any deviations or omissions from the process and schedule (i.e.,
incomplete or recycled work plans, late submittals or untimely response to comments,
inability to schedule necessary conference calls to discuss revisions, etc.) will result
in a longer review process and potential award delay. EPA is committed to do our part to
ensure timely review of the work plans, thus we ask that you adhere to the schedule
outlined in Attachment 2 and that your submittal contain all requirements in the work plan
development guidance outlined in Attachment 1,
Environmental General Assistance Program, Cooperative Agreement Program Guidance for FY
2007. Tribes are encouraged to confer with your EPA counterparts throughout the work plan
development phase. It may also be to our collective advantage if draft work plans can be
shared throughout the process, especially if there are work activities, environmental
results, outputs or outcomes that the Tribal Program Managers might help define.
Final application packages will be due on March 1, 2007 for budget and project periods
that end between March/April or July 15, 2007 for September/October budget and project
periods. Federal applications forms (SF 424, 424a, Object Class Category Budget Details,
and other required forms) may be submitted electronically or in hard copy format (with an

The CFDA number is 66.926 for GAP and 66.605 for Performance Partnership Grants. If you did
not pre-register last year, please go to

regarding the grant application process can be answered by the Grant Specialist assigned to
your tribe (See Attachment 4, Summary of EPA Assignments by Tribe).
As the federal FY 2007 budgets become finalized, we will share this information with
you. As of now, we know that we will be operating on a continuing resolution at least
through December. There is always potential for that scenario to be extended. Once again,
EPA will withhold Indirect Cost allocations from grantees that do not have current
approved indirect cost rates with the Department of Interior (DOI). We will also continue
towards our goal of moving more tribes to project periods that coincide with the federal
fiscal year.
