1. Determine Eligibility
- Applicants must represent one of the following types of organizations to be eligible for an environmental education grant:
- local education agency
- state education or environmental agency
- college or university
- not-for-profit organization as described in section 501(c)(3) of the Internal Revenue Code
- noncommercial educational broadcasting entity
- tribal education agency (which includes schools and community colleges controlled by an Indian tribe, band, or nation)
- A teacher's school district, an educator's not-for-profit organization, or a faculty member's college or university may apply, but an individual teacher is not eligible
- The primary applicant must be based in the U.S.; partner organizations and project activities may be located in Canada or Mexico
Highlights for FY 2009 Applications
- Applications must be postmarked by the December 18 deadline.
- Applicants must describe the expected outputs and outcomes of the project. See Section I(E) of the solicitation notice for more information.
- Applicants must develop a logic model to display the outputs and outcomes developed through the project. See Section IV(C)(5) and V(A)(5).
- Applicants must explain plans for tracking and measuring progress. See Sections IV(C)(3) and V(A)(3).
2. Complete the Application and Budget Form
- Download the application and budget form (Federal Form SF-424A) to complete the application electronically.
Print a hard copy of the completed application and budget form and mail it to EPA as described in the Solicitation Notice. The forms
available from this Web site are designed for applicants who plan to submit printed, hard-copy proposals. EPA welcomes proposals that
are printed on paper and sent to EPA by mail or express services. However, applicants may submit electronic proposals by following the
instructions and online forms available at www.grants.gov.

- Fiscal year 2009 solicitation notice
- Determine whether you are applying for a smaller regional or larger Headquarters grant. Check the Solicitation Notice carefully to determine the address to which your application should be sent.
- Grant applications of $50,000 or less should be submitted to one of EPA's 10 regional offices.
- Grant applications of more than $50,000 should be submitted to EPA Headquarters in Washington, DC.
- Submit the completed application by the December 18, 2008, 5:00 p.m. deadline. EPA will not accept applications postmarked after December 18, 2008.
3. Receive Notification from EPA
- Applicants will receive a confirmation that their proposal was received by EPA within approximately 2 months of receipt.
- Approximately 6 months after receipt of applications, EPA will contact finalists to request additional federal documentation.
- Applicants who are not selected for funding will receive official notification from EPA.
