Overview:  As a major science and technology agency, the Department of Energy conducts research and development (R&D) in a variety of fields. The knowledge gained during the R&D process is frequently imparted through scientific and technical information, a key outcome of the Department's R&D endeavors.

Within the Department of Energy's Office of Science, the Office of Scientific and Technical Information (OSTI) has the responsibility for coordinating STI activities and for leading a collaborative effort to establish a distributed, electronic STI environment that meets Department-wide needs. To that end, OSTI and designated representatives from Headquarters Programs, Operations Offices, and major contractors who are stakeholders met to form a Scientific and Technical Information Program (STIP) Strategic Plan through collaboration and consensus. The STIP Strategic Plan establishes agreed upon-goals and objectives for the Department's STI and provides a framework for a complex-wide collaboration to lead the Department in the Information Age. 

Because numerous DOE programs, field offices, and contractors are involved in the creation, processing, dissemination, and preservation of STI – and with the ever-increasing use of distributed electronic means of acquiring and disseminating information -- it is vital that these activities be well planned and effectively coordinated.
