Delaware Department of Public Instruction is conducting a three-year project, Frameworks in Mathematics and Science Education. It's principal goals include:

  1. To develop an effective model state framework for math and science education in grades K-12 for adoption by the State Board and for use by local school districts to develop content curricular guides.
  2. To develop and implement model guidelines for teacher education, induction, certification, and re-certification responsive to state curriculum frameworks.
  3. To design and test a model professional development program for teachers based on these mathematics and science frameworks which also incorporate emerging technologies.
  4. To evaluate the project annually.

Frameworks are needed to provide guidance to Delaware's 19 school districts to improve the quality of education for all students. As a local control state, Delaware presently lacks a standard curriculum but does require two Carnegie units in science and mathematics for high school graduation.

A statewide advisory board will guide mathematics and science commissions to develop new frameworks and initiate compatible assessment procedures. State appointed committees will collaborate with the DPI Office of Certification, the Delaware Professional Standards Council, and teacher preparatory institutions to revise both teacher certification requirements and pre- service education. Additionally, Delaware will work to institute recertification requirements for maintenance of a certificate in the discipline in which a teacher is currently working. Community awareness programs will promote the frameworks throughout the state.

A "teachers-teaching-teachers" inservice model will connect the frameworks with effective innovative teaching practice and assessment strategies. The project will result in K-12 mathematics and science frameworks adopted by the Delaware Department of Public Instruction. These documents will then become the foundation for school districts to develop curricular guides.
