Relevant Executive Orders

Throughout the years, a number of Executive Orders have greatly affected the government-wide suspension and debarment system. Below is a list of those orders with a short synopsis of each.

Executive Order 12549 Debarment and Suspension
[3 CFR 1986 Comp., p.189]

This Executive Order established a government-wide system of nonprocurement suspension and debarment and created the Interagency Suspension and Debarment Committee (ISDC).

Executive Order 12689 Debarment and Suspension
[3 CFR 1989 Comp., p. 235]

Executive Order 12689 broadened the scope of the procurement and nonprocurement suspension and debarment actions to mandate government-wide, reciprocal effect.

Executive Order 11738 Providing for Administration of the Clean Air Act and the Federal Water Pollution Control Act with Respect to Federal Contracts, Grants, or Loans. [3 CFR 25161, 1973]

This Executive Order established the Environmental Protection Agency program to carry out statutory debarments as described under sections 508 of the Clean Water Act and 306 of the Clean Air Act.

Executive Orders 12947, 13099, 13224 and 13268

Individuals and entities designated by the U.S. Government pursuant to these Executive Orders have been compiled and consolidated on an extensive list maintained by the Department of Treasury's Office of Foreign Assets Control (OFAC).
