| The Customs and International Trade Bar Association (CITBA), a bar association consisting of attorneys practicing primarily in the area of customs and international trade law, strongly supports national efforts to reduce the risks of bioterrorism. However, we urge that FDA continue to seek a balance between the need for additional security measures and the need to facilitate international trade. We also strongly urge FDA to seek greater coordination with the U.S. Bureau of Customs and Border Protection in the implementation of the prior notice rule.
