1992Mammography Quality Standards Act of 1992102-539On October 27, 1992, the President signed into law H.R. 6182, the Mammography Quality Standards Act of 1992. This law established national quality standards for all facilities providing mammography services in the U.S. As of October 1, 1994, facilities will be required to be certified by the Secretary or a state, if the Secretary has approved the state program.
1991Medicaid Voluntary Contribution and Provider-Specific Tax Amendments of 1991102-234On December 12, 1991, the President signed into law H.R. 3595, the Medicaid Voluntary Contribution and Provider-specific Tax Amendment of 1991, which is an Act to provide for a moratorium on the issuance of final regulations and on the use of donations and provider-specific taxes by States to receive Federal matching funds under Medicaid.
1990Omnibus Budget Reconciliation Act of 1990101-508On November 5, 1990, the President signed into law H.R. 5835 the Omnibus Budget Reconciliation Act of 1990, which included provisions pertaining to both the Medicare and Medicaid programs.
1989Medicare Catastrophic Coverage Repeal Act of 1989101-234On December 13, 1989, the President signed into law H.R. 3607, the Medicare Catastrophic Coverage Repeal Act of 1989, which repealed the major expansions of the Medicare program enacted the previous year in the Medicare Catastrophic Coverage Act of 1988.
1989Omnibus Budget Reconciliation Act of 1989101-239On December 19, 1989, the President signed into law H.R. 3299, the Omnibus Budget Reconciliation Act of 1989, to provide for reconciliation pursuant to section 5 of the concurrent resolution on the budget for the fiscal year 1990.
1988Technical and Miscellaneous Revenue Act of 1988100-647On November 10, 1988, the President signed into law H.R. 4333, the Technical and Miscellaneous Revenue Act of 1988. This legislation included provisions relevant to the Medicare and Medicaid programs.
1988Legislative Summary for Family Support Act of 1988100-485On October 13, 1988, the President signed into law H.R. 1720. The law, popularly known as “welfare reform,” contains far-reaching changes to the AFDC and child support enforcement programs under Title IV of the Social Security Act. It also significantly expands the duration and scope of provisions for continuation of Medicaid coverage for families losing AFDC cash assistance, and includes technical corrections to the Medicare Catastrophic Coverage Act of 1988 and other miscellaneous provisions.
1988The Medicare Catastrophic Coverage Act of 1988100-360On July 1, 1988, the President signed into law H.R. 2470, the Medicare Catastrophic Coverage Act of 1988 (MCCA). This law provided the most significant expansion of the Medicare program since its inception. It also contained numerous technical amendments to the Medicare and Medicaid programs, as well as three new Medicaid provisions. However, the following year, the President signed into law Public Law 101-234 that repealed the major expansions of the Medicare program enacted the previous year.
1986Omnibus Budget Reconciliation Act of 198699-509On October 21, 1986 the President signed into law H.R. 5300, the Omnibus Budget Reconciliation Act of 1986, which included provisions pertaining to both the Medicare and Medicaid programs.
1985Consolidated Omnibus Budget Reconciliation Act of 198599-272On April 7, 1986 the President signed into law H.R. 3128, the Consolidated Omnibus Budget Reconciliation Act of 1985, which is a bill to make changes in spending and revenue provisions for purposes of deficit reduction and program improvement, consistent with the budget process.
