Job Summary:

This position is with the United States Agency for International Development (USAID), Office of Inspector General, Office of Audit, Information Technology and Special Audits Division (IG/A/ITSA). The Office of Inspector General's (OIG) mission is to promote and preserve the Agency's effectiveness, integrity, and efficiency through the detection and prevention of fraud, waste and abuse in activities and programs.

RELOCATION EXPENSES WILL NOT BE PAID.

The Financial Audits Division is responsible for financial statements, records, and operations. The incumbent manages a professional staff of up to 15 auditors and three support staff in overseeing headquarters' financial and financial-related audit activities.

Major Duties:
The incumbent of this position develops and implements the Office of Inspector General's audit program of USAID's information systems and information technology to ensure adequate audit coverage of USAID's automated information systems; ensures the implementation of, and compliance with, professional auditing standards and procedures; implements the OIG's internal quality control system in all IG/A/ITSA operations, and participates in the OIG's Internal Quality Assurance Review and external Quality Control Review processes. Develops OIG audit policy and procedures for ITSA operations. Monitors and expedites closure of audit recommendations for ITSA. Provides related administrative technical support and audit recommendation follow-up in support of OIG's audit and investigative functions. Assures that the audit program is conducted in accordance with the Controller General's audit standards, OMB directives and the guidelines of the Inspector General Act of 1978.

Qualifications:

All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook.

BASIC REQUIREMENTS: In order to be considered for this position, you must meet the basic requirement described below. This applies to all grade levels.

A. Degree - accounting; or a degree in a related field, such as business administration, finance, or public administration, that includes or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

OR

B. Combination of education and experience - at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six (6) hours in business law;

2. A certificate as a Certified Information System Auditor, Certified Information Systems Security Professional or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that:

(a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;

(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion of the 4-year course of study described in paragraph A; and

(c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

You must have one year of specialized experience equivalent to the GS-14 Federal grade level. Specialized experience is defined as experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, e.g., regularly leads auditing teams on various complex audit cases/reviews.

TO QUALIFY BASED ON EDUCATION: You must submit copy of transcript or list of courses with credit hours, major(s), and grade-point average or class ranking. You can receive credit for education received outside the United States if you provide evidence that it is comparable to an accredited educational institution in the United States when you apply.

In order to qualify for this position, you must possess a Top Secret security clearance.

You will be required to make occasional travel.

How You Will Be Evaluated:

Subject matter experts evaluate qualified applicants based on the extent to which their documented experience and/or education demonstrates possession of the following knowledge, skills, and abilities (KSAs). As noted in the 'How to Apply' section of this announcement, applicants must provide a narrative statement, in addition to the application or résumé, addressing each of these KSAs separately in order to receive consideration. When describing your KSAs, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, and the sensitivity of the issues you handled.

Knowledge, Skills and Abilities (KSAs):

  1. Professional knowledge of accounting principles, and techniques as applied in the development of plans and policies for conducting audits.
  2. Demonstrated experience in conducting information technology audits in accordance with requirements such as the Federal Information Security Management Act, Clinger-Cohen Act, and the Federal Financial Management Improvement Act.
  3. Demonstrated experience in management principles and practices as applied in the operation of an office, including such areas as employee relations, recruitment, and performance appraisal.
  4. Skill in presenting oral and written presentations in a clear, concise, and logical manner.

    What To Expect Next:
