Job Summary:
This position is with the United States Agency for International Development's (USAID),
Office of Inspector General (OIG), Office of Audits, Information Technology and Special Audits
Division. The Information Technology and Special Audits Division is responsible for auditing
USAID programs and operations in headquarters and overseas on information technology and systems.
The audits are in compliance with Generally Accepted Government Auditing Standards (GAGAS).
Major Duties:
The incumbent of this position conducts audits and examination of headquarters and mission
information technology and systems and programs to determine compliance with applicable
legislation, regulations, policies and procedures. The purpose of these audits is to determine
whether the programs are being carried out in compliance with laws, regulations, and agreements;
are being administered efficiently and economically; and are achieving the desired results or
benefits. The work required the development of audit programs and procedures necessary to
conduct audits; the ability to gather and analyze evidence and to write clear, concise audit
reports; and the coordination of audit matters with USAID managers and other U.S. and foreign
government officials. The incumbent will brief Audit Managers on the progress of the audits.
The incumbent will identify significant audit areas that require decisions and present
recommendations and options on the direction the audit should take. Assist in the training of
other staff. The auditor is subject to occasional world-wide travel where USAID activities are
being implemented.
Qualifications and Evaluation
Qualifications:
BASIC REQUIREMENTS:
A. Degree - accounting; or a degree in a related field, such as business
administration, finance, or public administration, that includes or was supplemented by 24
semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
(The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant'
should be interpreted, generally, as 'accountant and/or auditor.')
OR
B. Combination of education and experience - at least four
(4) years of experience in accounting, or an equivalent combination of accounting experience,
college-level education, and training that provided professional accounting knowledge. The
applicant's background must also include one of the following:
1. Twenty-four (24) semester hours in accounting or auditing courses of
appropriate type and quality. This can include up to six (6) hours in business law;
2. A certificate as a Certified Public Accountant or a Certified Internal
Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial
course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy
the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full performance level in
accounting, auditing, or a related field, e.g., valuation engineering or financial institution
examining;
(b) a panel of at least two higher level professional accountants or auditors
has determined that the applicant has demonstrated a good knowledge of accounting and of related
and underlying fields that equals in breadth, depth, currency, and level of advancement that is
normally associated with successful completion of the 4-year course of study described in paragraph A;
and
(c) except for literal non conformance to the requirement of 24 semester hours
in accounting, the applicant's education, training, and experience fully meet the specified
requirements.
In addition to meeting the basic qualification requirements, applicants must have
specialized experience and/or directly related education in the amounts shown below:
You must have one year of specialized experience at a level close to the work of this job that
has given you the particular knowledge, skills, and abilities required to successfully perform
this job. Typically we would find this experience in work within this field or a field closely
related.
To qualify based on education, submit a copy of your transcript or list of courses with credit
hours, major(s), and grade-point average or class ranking. You can receive credit for education outside
the United States if you provide evidence that it is comparable to an accredited educational
institution in the United States when you apply.
To qualify for:
GS-13: 1 year equivalent to at least the GS-12 level in the Federal government.
Examples of qualifying specialized experience include: (1) Researches and reviews Federal laws
and regulations, procedural manuals and references and records of Congressional hearings for
the purpose of identifying legislative, regulatory, and procedural requirements for conducting
performance audits; (2) Performs quality reviews of audit reports, surveys, and special studies
conducted by independent accounting firms.
You must be a U.S. citizen to qualify for this position.
You must submit to a drug test and receive a negative drug test before you can be appointed into this position.
In order to qualify for this position, you must possess a Secret security clearance.
You must meet time-in-grade restrictions by the closing date of this announcement.
You will be required to make occasional travel.

You will be evaluated to determine if you meet the minimum qualifications required; and on
the extent to which your application shows that you possess the knowledges, skills, and abilities
associated with this position as defined below. When describing your knowledges, skills, and abilities,

Knowledge, Skills, and Abilities (KSAs):
1. Professional knowledge of practices, methods, and techniques of auditing
required to independently plan and conduct complex audits of Agency operations and programs.
2. Experience auditing, evaluating, or participating in the planning, design,
development, and operation of major automated information systems.
3. Experience auditing or evaluating policies, procedures, practices, and
controls for key information resources management functions such as investment analysis
processes, systems security practices, or project management best practices.
4. Ability to prepare clearly written audit reports, memoranda and other
documents and to present audit clients with briefings that are informative and persuasive.

What To Expect Next:
