ABSTRACT: The Computerized Asset
Program System (CAPS) contains all asset seizure records of the DEA
Field Offices. The DEA utilizes CAPS to maintain its investigative/seizure
records. This system consists of a numerical sequence of subject matter
files. Files maintained in DEA Field Offices are also structured in
the same manner.
PURPOSE: Seizure records are
maintained in the CAPS system in order to allow DEA to efficiently
track assets from seizure through disposal, as an authorized, responsible
component of the Department of Justice.
ACCESS CONSTRAINTS: All seizure
records in CAPS are protected from unauthorized access through appropriate
administrative, physical and technical safeguard systems which include
restricting access to only those individuals with a need-to-know to
perform their official duties and responsibilities as part of the asset
forfeiture program. Passwords are utilized to access the CAPS system.
USE CONSTRAINTS: Users of CAPS
are restricted to utilizing those privileges necessary to perform assigned
tasks as part of the asset program.
AGENCY PROGRAM: The DEA is one
of the principal investigative agencies of the Department of Justice.
CAPS is one of the tools DEA utilizes to gather and report investigations
and seizures which are involved in criminal or civil matters.
SOURCE OF DATA: CAPS contains
data obtained as a result of DEA investigations and information provided
by other Federal, state, local and other investigative agencies.
