American Recovery and Reinvestment Act Funding for Clean Diesel Emerging Technologies Program
Under the Recovery Act and EPAct 2005, EPA's Clean Diesel Emerging Technologies Program is soliciting applications for projects that can be commenced expeditiously and that reduce diesel emissions and maximize job creation and preservation through the use, development and commercialization of emerging technologies. An emerging technology is a device or system that reduces emissions from diesel engines or diesel engine powered vehicles or equipment that has not certified or verified by EPA or the California Air Resources Board (CARB) but for which an approvable application and test plan have been submitted for verification. Only those technologies that have been approved and placed on EPA's Emerging Technology List, qualify as emerging technologies for the purpose of this funding solicitation. NIH American Recovery & Reinvestment Act of 2009 (ARRA)
ARRA provides $8.2 billion in extramural funding to the NIH to help stimulate the US economy through the support and advancement of scientific research. While NIH Institutes and Centers have broad flexibility to invest in many types of grant programs, they will follow the spirit of the ARRA by funding projects that will stimulate the economy, create or retain jobs, and have the potential for making scientific progress in 2 years. We expect to:
  1. Select recently peer reviewed highly meritorious research grant applications (R01s and others), that can be accomplished in 2 years or less.
  2. Fund new research applications.
  3. Accelerate the tempo of ongoing science through targeted supplements to current grants.
  4. Support new types of activities such as the NIH Challenge Grant program that meet the goals of the ARRA.
  5. Use other funding mechanisms as appropriate.
The ARRA also provides $1 billion to the National Center for Research Resources (NCRR) to support extramural construction, repairs, and alterations in support of all NIH funded research institutions and $300 million for shared instrumentation and other capital equipment to support all NIH activities.

Smart Growth Implementation Assistance 2009 Request for Applications
EPA is seeking applications for technical assistance from communities that want to incorporate smart growth in their future development to meet environmental and other community goals. Eligible entities are tribal, local, regional, and state governments, and nonprofit organizations that have a demonstrated partnership with a governmental entity.

EPA has identified some key areas in which communities are likely to benefit from technical assistance: Climate change (both mitigation of and adaptation to); Green job development; Corridor redevelopment; Green building development; Suburban retrofitting; and Disaster resiliency.

Proposals are not limited to requests for technical assistance in only these thematic areas; other topics for assistance are welcome and encouraged, provided they demonstrate cutting-edge challenges and the possibility of replicable solutions.

EPA is soliciting applications for assistance with either policy analysis or public participatory processes. The type of work may incorporate policy analysis and review, planning and visioning processes, scorecard/ranking criteria development and assessment, and/or other elements pertinent to the role of the applicant.

Selected communities or states will receive assistance in the form of a multi-day visit from a team of experts organized by EPA and other national partners to work with local leaders. EPA plans to assist three to five communities over a period of twelve months. The Agency anticipates announcing the selected communities in fall of 2009. Novel Approaches to Improving Air Pollution Emissions Information
The EPA's Office of Research and Development, National Center for Environmental Research, in cooperation with the EPA Clean Air Research Program, announces an extramural funding competition supporting research into the development and improvement of air pollution emission inventories. EPA is interested in supporting research that will advance scientific understanding leading to improvements in air pollution emissions information since emission inventories are relied on both to develop effective control strategies and reliable information about air quality trends for accountability, and to help produce accurate air quality forecasts. This solicitation seeks to support research that will build on past improvements and strengthen the understanding of air pollution sources and how they affect current and near-term future air quality. Development of better emissions inventories is an iterative process requiring work with atmospheric measurements, source characterizations, and numerical modeling analyses; hence, all these techniques have been used to improve emission inventories. Fellows Opportunity with the American Nurses Association
The Health and Aging Policy Fellows has announced they are accepting applications for two policy fellowships for 2009-2010. The program is open to physicians, nurses and social workers at all career stages (early, mid, and late) with a demonstrated commitment to health and aging issues and a desire to be involved in health policy at the federal, state or local level. Other professionals with clinical backgrounds (e.g., pharmacists, dentists, clinical psychologists) working in the field of health and aging are also eligible to apply. Under special circumstances, exceptions may be made for non-clinicians who are in positions that can impact health policy for older Americans at a clinical level.

State Environmental Justice Cooperative Agreement Program

NIH and CDC Research to Action: Assessing and Addressing Community Exposures to Environmental Contaminants (R21)
This funding opportunity solicits applications designed to collect information on community exposures to environmental or occupational agents or exposure-related diseases and use this new information to support environmental public health action.  Research will focus on environmental or occupational agents known or strongly suspected to be a significant environmental public health issue by community members but lacking basic information on exposure levels, sources of exposure, or potential health effects.  An education, outreach, prevention or intervention program(s) also must be developed to translate and disseminate research findings to relevant audiences (e.g., scientists, community members, healthcare professionals, and policymakers) to inform them about the potential health burden(s) associated with environmental or occupational agents in their community, with the ultimate goal of supporting actions that will lead to the prevention or reduction of harmful environmental/occupational exposures and improve human health. Robert Wood Johnson Foundation Investigator Awards in Health Policy Research
The Robert Wood Johnson Foundation Investigator Awards in Health Policy Research funds highly-qualified individuals to undertake broad studies of the most challenging health policy issues facing America. We will award approximately 10 grants of up to $335,000 each to investigators from a variety of disciplines to support projects that combine creative and conceptual thinking with innovative, policy-relevant approaches.
We welcome applications from investigators in the health, social and behavioral sciences as well as other fields. We seek a diverse group of applicants, including minorities, early-career investigators and individuals who work in nonacademic settings such as research firms and policy organizations. Applicants must be affiliated either with educational institutions or with 501(c)(3) nonprofit organizations located in the United States or its territories. CARE Cooperative Agreement Request
EPA anticipates awarding CARE cooperative agreements in two levels. Level I cooperative agreements range from $75,000 to $100,000 and will help establish community-based partnerships to develop local environmental priorities. Level II awards, ranging from $150,000 to $300,000 each, will support communities which have established broad-based partnerships, have identified the priority toxic risks in the community, and are prepared to measure results, implement risk reduction activities, and become self-sustaining. In 2008, $2.7 million in cooperative agreements were made available to more than 18 communities through the CARE program, a community-based, community-driven program that builds partnerships to help the public understand and reduce toxic risks from numerous sources. Department of Labor Older Worker Demonstration Grants
The U.S. Department of Labor, Employment and Training Administration announces the availability of approximately $10 million in funds for Older Worker Demonstration Grants. These grants will be awarded though a competitive process as a part of the High Growth Job Training Initiative. The grants are intended to address the workforce challenges facing older individuals by developing models for talent development in regional economies that recognize older workers as a valuable labor pool and include employment and training strategies to retain and/or connect older workers to jobs in high growth, high demand industries critical to the regional economy.

West Coast Estuaries Initiative
EPA's Region 10 is soliciting proposals under the West Coast Estuaries Initiative (WEI) to support the protection and restoration of high valued aquatic resources in coastal areas threatened by growth pressure. The grant program emphasizes local, holistic watershed protection and management approaches. Grant funds will assist local and tribal governments in managing land uses while protecting watershed functions and values. Successful projects will match proposed activities to the appropriate watershed scale to ensure environmental results. EPA plans to award a total of $2.8 million dollars in 2009. 2009 US Forest Service Urban and Community Forestry Challenge Cost Share Grant
This year the National Urban and Community Forestry Advisory Council has revised its grant categories and process to the Forest Service's National Urban and Community Forestry Challenge Cost Share Grant Program. The $ 1 million in funds will be divided into two main categories: Innovation Grants are to focus on one of the Council's identified priority areas. One or more grants may be awarded from the $500,000 available in this category. Best Practices Grants are smaller grants intended to improve existing or develop new best practices related to urban forestry. Improving Diet and Physical Activity Assessment: National Institute on Aging, in conjunction with several other NIH agencies
Diet and physical activity are lifestyle and behavioral factors that play a role in the etiology and prevention of many chronic diseases such as cancer and coronary heart disease. Both also play roles in preventing overweight/obesity and in maintaining weight loss. Therefore, diet and physical activity are assessed for both surveillance and epidemiologic/clinical research purposes. The measurement of usual dietary intake or physical activity over varying time periods or in the past, by necessity, has relied on self-report instruments. Such subjective reporting instruments are cognitively difficult for respondents, and are prone to considerable measurement errors that may vary among population subgroups and depend on the time frame considered and the characteristics of the respondents.
