The General Services Administration (GSA) is issuing solicitation number 2FYA-AR-060001-B REFRESH 3 for Multiple Award Schedule 69 Training Aids and Devices, effective April 21, 2008. Solicitation 2FYA-AR-060001-B REFRESH 3 replaces solicitation 2FYA-AR-060001-B REFRESH 2 in its entirety. Resultant contracts will be indefinite delivery, indefinite quantity (IDIQ) contracts under the GSA Multiple Award Schedule program. Current contract holders under Schedule 69 for Training Aids and Devices do not need to re-apply. All responsible sources may submit an offer, which shall be considered by this agency. Contracts under this solicitation will have a contract period beginning on the date of award, and lasting for five years unless canceled or terminated. Three five-year option periods are possible under this contractual action.

The purpose of this solicitation is to provide a vehicle for all Government agencies to obtain quality professional training and training aids & devices when required from qualified and experienced contractor(s) under a Multiple Award Federal Supply Schedule in an efficient, streamlined, and cost effective manner in accordance with applicable statutes and regulations. Special Item Numbers (SINs) covered under Schedule 69 are: 27-100 Teaching Machines/devices including medical models & simulators, hands-on training devices, computer training devices, etc.; 27-200 Prepared printed instructional material including general education, computer, vocational/trade, health/safety and business; 27-300 Prepared audio and visual instruction material, multimedia program kits including general education, computer, vocational/trade, health/safety and business; 27-400 Instructor-led and web based training including general education, computer, vocational /trade, health/safety, business (excluding procurement training courses developed by FAI (Federal Acquisition Institute) and DAU (Defense Acquisition University) for GS-1102 job series); 27-500 Course development and test administration, provides professional services in support of planning and creation of customized courses and workshops and/or training materials delivered through classroom or alternative other instructional means. Test Administration includes testing, tracking and evaluation systems used to make assessments in support of instructional programs and goals and 27-600 Acquisition training for 1102s including core acquisition training courses for GS 1102s. Offers may be submitted at anytime; this solicitation is continuously open with no closing date. Applicable NAICS codes are 423490, 333319, 611310, 611512, 611410, 611710, and 611430. The previous edition of this solicitation, 2FYA-AR-060001-B, will not be accepted after 5/31/2008.





Special Notice

The Cover Page section includes provision SCP-FSS-002 SPECIFIC PROPOSAL SUBMISSION INSTRUCTIONS (MAR 2008), which requires (1) that offerors provide three years of financial statements with their offers and (2) that offerors must have provided the type of professional service covered by the solicitation for a minimum of three years. Both of these requirements are now changed to two years.
