If you are referring to more than one program being within one school 
district, it depends upon the state agency's rules about that to a great 
extent. However, in Texas, it has occurred in a large metropolitan school 
district that has numerous campuses. The two programs are serving 
completely different populations that do have some similar needs, but who 
are also different in some ways.
