With our population (public housing) probably the biggest barrier is 
transportation.  The vast majority of our residents do not have cars of 
their own, at least not dependable vehicles.  They must rely on public 
transportation -- which is notoriously unreliable in Tulsa.  (The buses 
usually only run once each hour, they are often late or don't show up at 
all, the route system is such that most of the time you have to change buses 
downtown, so people spending 2 hours on the bus is not unusual, the buses 
don't run after 6 p.m., yada yada.)

Emily, I have a feeling you'll be running into the transportation barrier in 
your area, too.  Good luck -- it's great to see an AmeriCorps*VISTA member 
who's starting a family literacy program!
