To me, formative would be when the contents are used to collect evidence of learning to guide how to learn or teach better or to guide what to learn or teach next when learning is still going on. It seems like a portfolio is summative when it is meant to sum up work that has been done over time, after that work is finished. I think usually that would involve a grade which means the portfolio would be used evaluatively: a value or judgment of worth is being placed on the work. According to Popham, formative is when it is still going on and summative is when it is done at the end of something. According to Anne Davies, formative assessment, collecting evidence of learning to guide learning and instruction must be descriptive enough to tell someone what to do to improve, whereas evaluation, when you judge the value or worth of something, usually with a letter or number, should only be done at the end or as little as possible.
