We are looking for a tool that will assess speaking and listening skills. We already have a "rubric" in the SPL descriptors from the NRS. We are working with ESL adult students. The goal is High Intemediate, about SPL 5 or 6. We are trying to assess those below this point. We already have ideas about format, but I could incorporate something that may have worked well for others.
