Environmental monitoring and mitigation of hazardous material sites is an important part of transportation project development. ODOT works closely with the Department of Environmental Quality to identify and correct hazardous material issues.

The ODOT Hazardous Materials Group is responsible for protecting ODOT from cleanup liability and facilitating Agency compliance with environmental regulations pertaining to site cleanup, waste management, water discharges, and hazardous materials use.  Services to achieve these goals include:
  • Conducting assessments to determine the presence of contamination prior to property acquisition or construction;
  • Ensuring provisions are in place to protect workers and the environment during construction,
  • Providing guidance on fuel storage, hazardous materials use and waste management;
  • Overseeing underground storage tank and underground injection control system (dry well) decommissioning.
  • Conducting cleanup of Maintenance yards and surplus properties;
  • Working with DEQ and DOJ to determine liability for cleanup of contamination in ODOT right-of-way;
  • Surveying building materials, such as asbestos containing materials, PCB lamp ballasts, fluorescent tubes and other mercury lamps, lead-based paint, etc., to determine appropriate removal and disposal options; and 
  • Providing technical oversight on behalf of ODOT at major spill scenes.
 
The HazMat group is divided into 5 Regions, which conduct project-specific work and provide technical assistance to Region staff, and Headquarters, which provides standard procedures, training, project QA, technical assistance and coordination with regulatory agencies.
