Policies and Initiatives


Current Directives

Current regulations, policies, and initiatives promote increased individual and state and local governmental responsibility for hazard awareness, assumption of risk for residing in hazardous areas, disaster planning, hazard mitigation, and recovery efforts.

Risk and vulnerability assessment tools are helpful in managing and implementing these activities. Vulnerability assessment results can be used to enhance public awareness about hazardous locations and where hazard mitigation measures are required.

The goal of the International Strategy for Disaster Reduction (ISDR), Inter-Agency Task Force for Disaster Reduction-Working Group 3: Risk, Vulnerability & Disaster Impact Assessment is to contribute to sustainable reduction in disaster risk by incorporating approaches, methods and tools for risk, vulnerability and impact assessment in risk reduction processes.

"A National Priority: Building Resilience to Natural Hazards"

This report was published by the American Meteorological Society and the University Corporation for Atmospheric Research, and was co-signed by the Natural Hazards Caucus Work Group. Two recommendations are to

  • conduct, with Congress and the nation, a national assessment of community vulnerability, and
  • develop incentives that will encourage communities and states to implement pre-event mitigation measures.

The Disaster Mitigation Act of 2000 (DMA 2000)

This act provides a significant opportunity to reduce the nation's disaster loss through pre-disaster planning.

Hemispheric Mandates

These mandates have been developed through collaborative efforts by the Organization of American States Unit for Sustainable Development and Environment (OAS/USDE) and its partners. The goal of these mandates is to reduce the vulnerability of the social and economic infrastructure to natural disasters in the Americas.
