Executive Order 13423 – Strengthening Federal Environmental, Energy, and Transportation, Management

  • This Order sets goals in the following areas: energy efficiency, acquisition, renewable energy, toxic chemical reduction, recycling, sustainable buildings, electronics stewardship, fleets, and water conservation
  • Implementation Instructions provide additional detail and direction to agencies as they fulfill the goals and requirements of the Order.
Federal Acquisition Regulation (FAR) Part 23 - Environment, Energy and Water Efficiency, Renewable Energy Technologies, Occupational Safety, and Drug-Free Workplace
  • FAR describes many of the product areas Federal agencies are required to purchase with environmental qualities, such as energy efficient, low hazardous chemicals, recycled content, and biobased material products.

Resource Conservation and Recovery Act (RCRA) Section 6002
  • RCRA mandates that all Federal agencies must purchase EPA-designated items with the highest percentage of recycled content/recovered materials practicable.

Farm Security and Rural Investment Act Section 9002
  • Section 9002 establishes a biobased products purchasing program similar to the buy-recycled program under the RCRA. USDA will designate biobased products for Federal agencies to purchase and provide recommendations for purchasing the products with biobased content.

Energy Independence and Security Act (EISA) of 2007

  • EISA sets new and enhanced standards for federal agencies in a variety of areas, including energy efficiency goals, purchasing energy efficient products, high performance buildings, and improved vehicle fuel economy.
Energy Policy Act of 2005
  • This law contains a number of provisions that apply to Federal agencies, such as energy and water efficiency, renewable energy purchasing, energy savings performance contracts (ESPCS), and building efficiency standards. In addition, Section 104 directs agencies to purchase Energy Star and FEMP-designated products when purchasing energy-consuming products.

Executive Order 13221 – Energy Efficient Power Standby Devices
  • Federal agencies shall purchase products with standby power devices that consume no more then one watt, or the lowest wattage possible, of power in standby mode.
Executive Order 13150 – Federal Workforce Transportation
  • This order establishes a program that provides incentives for Federal employees to use mass transportation and vanpools.
