This is an online guide demonstrates how States may use Federal Temporary Assistance for Needy Families (TANF) and State Maintenance of Effort (MOE) funds to support working families and to address the needs of clients with barriers to self-sufficiency. As a reference tool the guide promotes creative thinking about potential services, supports, and activities that States might adopt. The guide presents examples flexible ways States may use TANF and MOE funds to further the purposes of the TANF program.
