    • Administrator refers to the private company, Federal agency, or association as a whole (e.g., US Postal Service, VPPPA)
       
    • The Administrator will appoint a coordinator or coordinators who will perform the "hands-on" program administration duties
       
    • The Administrator, through their coordinators will administer Challenge to candidate. Candidates are the sites or facilities implementing the stages.
