Description As part of an ongoing system cleanup, CMS will be resynchronizing Coordination of Benefits (COB) records for all beneficiaries.

As part of an ongoing system cleanup, CMS will be resynchronizing Coordination of Benefits (COB) records for all beneficiaries.  The resynchronization will take approximately 3-4 days to process and is scheduled to start on Monday, February 11, 2008.

As a result of this resynchronization, Plans can expect to receive multiple COB files between Monday, February 11, 2008 and Thursday, February 14, 2008.  The record layout will be the same as on the COB data file Plans regularly receive.  The combined files transmitted to each Plan will contain a complete snapshot of all the COB resynchronized records for all beneficiaries enrolled in that particular Plan.

Plans should compare this COB snapshot to records they currently have on file for beneficiaries.  If COB records are not found in the COB data files received during the resynchronization, Plans should assume that COB records for those beneficiaries that were completely deleted from the Medicare Beneficiary Database (MBD) without a replacement record prior to November 2, 2007.

This resynchronization is occurring as a result of an issue CMS identified with the way in which deleted COB records were being processed.  Prior to November 2, 2007, when all Other Health Insurance (OHI) records for a beneficiary were deleted from the MBD without a replacement record, Plans did not receive any notification of the deletion on the COB data file. Plans were originally notified of this issue in an October 31, 2007 email from the MMA Help Desk entitled "Processing of Deleted COB Records."

A software fix was implemented on November 2, 2007 to resolve this issue. OHI records that have been deleted from the MBD (sourced from COB without a replacement record) since Friday, November 2, 2007 generated a Detail (DTL) beneficiary record on the COB Data File to notify the Plan of the deletion. This DTL record did not have accompanying records for primary (PRM) and supplemental (SUP) insurance information, which distinguishes it as a deleted OHI record. Note that DTL records for all other OHI changes must have at least one set of accompanying PRM and SUP records.

Note: The resynchronization will be done for all beneficiaries having Primary or Supplementary insurance data on the MBD database (sourced from COB). The Contract Part D data for these beneficiaries will be limited to the periods of enrollment which fall under the past 27 months only.
