The Civil Rights Section is responsible for ensuring that the NCDOT promotes equal opportunity, non-discrimination, and affirmative action for its employees and contractors in accordance with federal regulations. The Civil Rights Program Manager works closely with NCDOT to provide guidance, training, and interpretation of Federal civil rights laws and regulations.

The Civil Rights Section monitors and evaluates NCDOT's and their contractors' efforts at ensuring civil rights. As a direct receipient of federal aid, NCDOT must provide equal opportunity to all contractors who compete for the millions of dollars of contracting opportunities that it offers. Subsequently, all NCDOT contractors and subrecipients must also have non-discrimination and affirmative action policies in place. Additionally NCDOT must provide equal opportunity and affirmative action as appropriate for its employees with regard to its hiring, firing, training, promotions, and other personnel actions.

The Civil Rights Section also seeks to grow the number of minorities and women involved in the transportation industry through various training and internship programs and by partnering with Historically Black Colleges and Universities (HBCU's) and Minority Institutions of Higher Education (MIHE's).
