The Planning and Program Development Unit provides technical, administrative, and authoritative guidance to State Agencies, primarily the North Carolina Department of Transportation (NCDOT), the 17 Metropolitan Planning Organizations (MPOs), the 20 Rural Planning Organizations (RPOs), and local officials in execution of their transportation planning and project development processes. Transportation planning, as required by 23 CFR 450 (Statewide and Metropolitan Planning Rules), includes the integration of the transportation and air quality planning processes in the development of both long range transportation plans (LRTPs) and short range Transportation Improvement Programs (TIPs). These plans are coordinated and developed to meet goals established by the State Implementation Plan (SIP), the Clean Air Act Amendments, the Statewide Long Range Transportation Plan, and the Statewide Transportation Improvement Program. The PPD Unit Planning Engineer, Community Planners, and Air Quality Specialist ensure compliance of these transportation and air quality goals.

The project development process balances public transportation improvement goals to provide a safe and efficient transportation system with the potential impacts on the human and natural resources. Environmental activities of the PPD Unit include the coordination and development of all FHWA Federal-aid projects and assuring that these projects comply with all applicable Federal and State requirements. The Environmental Programs Specialist acts as a liaison between PPD and the Operations Unit of the NC Division. Primary responsibilities include policy, procedural, and technical coordination and interpretation within the Division and with State and local personnel on the National Environmental Policy Act (NEPA), Section 4(f) of the Department of Transportation Act and related environmental laws, regulations, and Executive Orders for the Federal-aid highway program in the State.
