James Whitty is the manager of ODOT´s Office of Innovative Partnerships and Alternative Funding. He obtained his bachelor’s degree and Juris Doctorate from the University of Oregon.
 
Through the Office of Innovative Partnerships and Alternative Funding, he manages the development of transportation projects as public-private ventures and the Mileage Fee Pilot Program.
 
James joined the department in 2001 to manage several task forces with “cutting edge” missions for innovative transportation funding, including the Road User Fee Task Force to develop a mileage fee to ultimately replace the fuels tax, and the Innovative Finance Advisory Committee.
 
He developed the Oregon Innovative Partnerships Program with the help of the Innovative Finance Advisory Committee in 2002, and oversaw legislation to authorize the program during the 2003 Oregon Legislative Assembly.
 
His prior experience includes 10 years working with transportation finance public policy for Associated Oregon Industries and the Portland Chamber of Commerce and six years in private law practice.

Art James joined Oregon DOT’s Innovative Partnerships Unit in 2004 as project director. He has been instrumental in launching Oregon’s public/private initiative and is spearheading what will likely be the State’s first privately financed toll facility; the Newberg-Dundee Bypass. Prior to coming to ODOT, Art managed Oregon’s industrial recruitment efforts at the Oregon Economic and Development Department. He brings strong skills in entrepreneurial business development, finance, negotiation and creative “deal-making.”
 
Art holds a Bachelors degree from Stanford University and a Master of Business Administration in finance from the University of Oregon.

Betsy Imholt serves as the alternative funding administrator in the Office of Innovative Partnerships and Alternative Funding. Betsy works with both the Innovative Partnerships and Alternative Funding programs providing strategic leadership, analyzing issues and managing consultants.
 
Prior to joining ODOT, Betsy worked for the Oregon Legislature for twelve years. She has spent the last two years consulting with businesses, government offices and executives on improving organizational skills and systems. She is a member of the National Association of Professional Organizers and serves on the board of the Oregon chapter of NAPO.
 
She holds a Bachelor of Science in Public Administration from Western Oregon State College and a Master of Public Administration from Lewis and Clark College.

Kathy began her career with the Oregon Department of Transportation in 1977 at Driver and Motor Vehicle Services after leaving the medical field. She was involved in document processing, customer service work and was the office manager in the DMV Finance Section during her 16 years there.  When ODOT restructured in 1993, Kathy moved to the Financial Services Branch at ODOT headquarters where she became the executive assistant to the ODOT Chief Financial Officer, worked as a payroll technician and was the executive assistant/business manager to the Highway Finance Manager and staff for seven years. 
 
She then moved to the newly-formed Office of Innovative Partnerships & Alternative Funding in April 2004 as an executive assistant/fiscal analyst.  Kathy completed 30 years of state service in March 2007.

Allison Hamilton joined ODOT’s Office of Innovative Partnerships as Project Director in May 2005.  She comes with a varied background in public transportation and private consulting. 

Allison joined ODOT in 1985, analyzing innovative construction procedures and evaluating experimental products.  She has held various staff positions in the Research, Right of Way, Traffic Engineering, Preliminary Design, Programming, Planning, and Financial Sections.  In 1988, she headed a special project in coordination with the Defenders of Wildlife to implement Oregon’s Wildlife Viewing Area Network. 
 
In the late 1980s, Allison left ODOT to take a position with Barrett Consulting Group on Guam. Working in partnership with the Government of Guam and RW Beck, she was involved in the development of an Island Water Master Plan, and served as project manager designing and implementing controls at an EPA Superfund Site.
 
In the early 1990s she returned to ODOT, and in 1996 became manager of the Statewide Transportation Improvement Program (STIP). In 2002, she headed the department’s Value Engineering program, and 2004, she became manager of the new Performance Management and Resource Planning Unit, a position she held until coming to OIPP. 
 
Allison holds a Bachelor of Science degree in Civil Engineering and an Associate of Science degree in Structural Engineering from the Oregon Institute of Technology. She is an organic farmer and avid gardener living on a 10 acre forested property west of Salem with her husband and two dogs, Sufi and Safara, recently adopted from Beirut, Lebanon.

Jill Pearson joined ODOT’s Office of Innovative Partnerships and Alternative funding in May of 2005 as the Project Manager for the Road User Fee Pilot Program.  She worked with project partners and stakeholders, coordinating the planning and administration of the pilot program in consultation with the project team and helped coordinate the publication of the final report.
 
Her current projects include investigating the possibility of growing bio-fuels in ODOT’s right of way property, the facilitation of electric vehicle charging stations in Oregon, background research on an alternative fuels corridor and communications outreach to various project partners for Oregon’s first solar demonstration project.
 
Jill joined the communications office in ODOT in 2003.  Prior to that, she worked at the Department of Human Services and for the Oregon Legislature.
 
She earned a Bachelor of Arts degree in psychology from the University of Oregon and holds an Oregon Project Management Certificate.

Lynn Demuth Bailey started working for ODOT in December of 2004 as senior major projects planner in the Region 1 office in Portland. She joined the Office of Innovative Partnerships as project director in July 2006. Lynn brings experience in land use planning and construction permitting of large projects to OIPP.
 
Lynn began her career in 1985 at Washington County in the Department of Land Use and Transportation, working in various areas for nine years, providing information to the public over the permit counter, writing development code language for transportation projects, coordinating transportation conditions with other agencies, and representing the department at public hearings.
 
In 1995, TriMet hired Lynn to manage the permit acquisition for the $944 million Westside Light Rail Project, which included a three mile tunnel under Portland’s West Hills and coordination of hundreds of approvals and permits from numerous agencies. In 1998, Lynn started her own company, LDB Consulting, and from 1998 to 2004, assisted public and private clients in Oregon and Washington with identification, preparation and acquisition of land use, transportation, and construction permits.
 
Lynn has a bachelor of science degree in Geography from Portland State University. She has been a member of Women’s Transportation Seminar since 1994, was the Portland Chapter President from 1999 – 2000, and is a graduate of the 2006 WTS International Leadership Program. When not pursing interesting projects as an enthusiastic team member, Lynn spends time with her two daughters and enjoys cycling, backcountry skiing, hiking, and making music with others.
