The U.S. Nuclear Regulatory Commission is issuing this information notice
supplement to tell addressees more about the crack-like indication found
in a weld in the A loop hot leg pipe in the reactor coolant system at the
V. C. Summer Nuclear Station.

Subject: Spent Fuel Assemblies Placed into Storage Casks Before Required
5-year Cooling Time.
Discussion:
On November 14, 2000, Consumer's Power Company notified Region III that a
total of eleven spent fuel assemblies (designated L05, L08, L11, and L13
through L20) had been placed into five spent fuel storage casks at the
Palisades Plant before undergoing five years of cooling time following
their discharge from the reactor core. The five year cooling time limit
is a condition of the Certificate of Compliance (CofC) for the VSC-24
casks used at Palisades. During the June 1999 - August 1999 spent fuel
cask loading campaign at Palisades, casks numbered VSC-15 through VSC-19
were loaded with 24 spent fuel assemblies each. Due to an error in
recording core discharge dates for the subject eleven assemblies in the
"L" series, it was believed that they had undergone more than five years'
cooling. In fact, they had been discharged from the reactor slightly more
than four years previous.
At the present time, all the assemblies have cooled for more than five
years. The distribution of the eleven assemblies among five casks was
such that no more than three were placed in any one cask. The total heat
load in the subject assemblies was not more than 1.2 kW each (vs. the
CofC limit of 1.0 kW), and it appears other assemblies loaded in each
cask were sufficiently below the limit that no cask exceeded 24 kW. No
radiation or temperature anomalies were noted during routine monitoring
since the casks were loaded. Damage to any cask is considered very
unlikely.
Regional Action:
Coordinate follow up and any appropriate enforcement with the Spent Fuel
Project Office (SFPO).
