Welcome to the Department of Defense Civilian Personnel Manual (CPM), DoD 1400.25-M. This manual implements policy, establishes uniform DoD-wide procedures, provides guidelines and model programs, delegates authority, and assigns responsibilities regarding civilian personnel management within the Department of Defense.
The subchapters of the Civilian Personnel Manual (CPM) are being reformatted to conform to DoDI 5025.01. All CPM subchapters will be numbered as volumes under DoD 1400.25-M. Most CPMs will retain their current numbering scheme, which is based on the originating 5 CFR cite, e.g., SC 630 will now be Volume 630 and will be numbered as DoDD 1400.25-V630. The reformatting project will be completed and all Volumes issued in January 2009. In the interim, however, new or revised CPMs are being placed in the new format and are being issued as Volumes.
