EPA Establishes Special Hiring Program to Attract
World-Class Scientists and Engineers

(Washington, D.C. - April 5, 2006) Under a new research hiring program, EPA's Office of Research and Development plans to employ up to five new world-class scientists and engineers per fiscal year from 2006 to 2011. The researchers will work toward meeting the agency's critical research needs in specialized areas such as bioinformatics, nanotechnology and microbiology.
“This hiring program enables us to attract internationally-known scientific experts who are working at the cutting edge of their specialized fields,” said George Gray, assistant administrator for EPA's Office of Research and Development. “Appointees will collaborate with our science staff and programs and assist at the highest levels to provide the research to support EPA's mission to protect human health and the environment,” he said.
The appointments made under this hiring program are authorized under Title 42 of the United States Code. Implementation of Title 42 will enable the EPA to attract highly talented, senior environmental research scientists and engineers with competitive salaries. In addition, the authority will allow EPA to compete with private sector and other federal agencies, such as the National Institutes of Health, that are currently using Title 42 authority or a similar authority for established and recognized scientists and engineers.
Eligibility for Title 42 appointment will include stringent requirements designed to ensure that appointees can contribute significantly to the EPA's mission at the very highest level. The appointments will be limited in term and scope and will not be subject to the provisions of the Career Federal Service.
